Ambulatory surgical centers (ASCs) and independent freestanding emergency departments (IFEDs) enrolled as hospitals during the public health emergency (PHE)

Under the hospital without walls initiative, ASCs were allowed to temporarily reenroll as hospitals in Medicare. ASCs must decide whether they would like to participate as an ASC or hospital:

  • If the ASC would like to convert back to an ASC, they will have to submit a notification of intent to the applicable CMS Survey and Operations (SOG) location. The SOG location will terminate the temporary hospital correspondence control number (CCN) and reinstate the original ASC billing privileges.
  • If the ASC would like to continue as a hospital, the ASC must submit the Medicare enrollment application - institutional providers CMS-855A application to begin enrollment and certification as a hospital. A survey will be conducted to determine compliance with all applicable hospital Conditions of Participation. 

IFEDs were able to temporarily enroll as a hospital during the PHE. IFED is not a recognized Medicare provider type. CMS will be terminating these enrollment records, and IFEDs will no longer be able to bill for services.
